Preheat the oven to 375 degrees Fahrenheit. The oven can heat as you're preparing the biscuits.
2Lightly grease the baking sheet or pizza pan with the vegetable shortening. Swipe a folded paper towel in the container and evenly glaze the sheet with shortening.
3Combine the flour, baking powder and oats in the medium-sized mixing bowl. Stir well using the large spoon.
4Add the peanut butter and milk to the mixture. Keep stirring until the mix binds together and forms dough.
5Sprinkle flour lightly onto the countertop. It will prevent the dough from sticking to the surface.
6Transfer the dough from the bowl to the counter.
7Knead the dough with your hands. Dust your hands with flour if the dough is sticking to your fingers. Knead until the dough is pliable and less firm.
8Roll the dough out with a rolling pin. Roll over the dough, working it in every direction, until it's 1/4-inch thick.
9Use the cookie cutter to cut biscuits in the dough. You can also use a pizza cutter to cut strips. Once the dough is in strips, cut it into smaller squares.
10Place the biscuits onto the greased baking pan or pizza pan and insert the pan into the oven.
11Bake the biscuits for 20 minutes or until they're golden brown.
12Remove the biscuits from the pan with the spatula. Let the biscuits cool thoroughly on the wire rack.
13Give a couple of treats to your dog and transfer the rest of the biscuits to an airtight jar for storage.
